Believe it or not, that is an ethics thing. Said congressperson would be meddling in another congressperson’s back yard. They can get fined for mailing (or emailing) outside of their district.
I think I said that in my reply to your original post. Here is the thing, these politicians (in theory) are supposed to represent the people in their districts, how would you like it if Christian Dominionists were writing your represenatives and were more interested in people outside of their districts than they are the people that voted for them.
I might not agree with this one’s politics, but his reasoning is absolutely on target.
